The programme is aimed at small and medium-sized cities as indicated in the responsible for sustainable development. Of the 212 applicants for Stage II, 54, including the Municipality of Elk. In stage II of the competition, prepare strategic documents in the form of the Local Development Plan and the Institutional Development and to develop a complete proposal for a project, including which the planned development actions can be financed. In the end, only about 15 cities will receive financial support.

Detailed plans and actions are developed with the support of experts Union of Polish Cities. As part of the diagnosis of the socio-economic situation of Elk numerous studies and analyses have been carried out, m.in. surveys entrepreneurs and young people, which can be consulted in the BIP of the Cities of Elk (Strategies, reports, studies – Local development).

In the time of the corona pandemic, it is difficult to organise meetings, workshops, debates, etc. methods of involving residents and other stakeholders, however, a public consultation is planned in the near future with using interactive forms. The city also plans to involve partners with whom it will wanted to establish cooperation in order to prepare and implement the project.
