6 December 2006 in the Ełk Town Hall Tomasz Andrukiewicz presented a solemn oath, thus taking over the office of the Mayor of the City of Ełk. Since then the people of Ełk gave him this trust four times, entrusting him again city management. A total of 15 years in cooperation with residents, the City Council Ełk, entrepreneurs, non-governmental organizations are introduced changes, with which are used by all ełczanie.

For 15 years I have had the honour of managing the city in cooperation with councillors, residents, entrepreneurs and organisations non-governmental, various informal groups. Elk is unique and has its own climate. It is thanks to our local community, the self-governing community, which are formed by all residents of Ełk. Thank you for having during these 15 years, thanks jointly implemented investments and ventures, Ełk could dynamically developand become a place, in which we want to live, raise children and run a business. Funds from the EU and other sources

As we can develop the city m.in because we are residents of the Union European. In the years 2007-2021, the value of projects implemented in the city of Ełk (investment and soft operations) amounted to over PLN 898.2 million, of which over PLN 459.2 million was obtained from the EU and over PLN 147.3 million from other sources domestic and foreign (in total over PLN 606.5 million in co-financing).

I'm proud to have a special collaborators who successfully raise funds from the Union European and other external sources. But the development of our city is also possible thanks to ambassadors who come from Ełk. Especially thank you parliamentarians: deputies, deputies and senators of the former and current term of office – emphasized Tomasz Andrukiewicz Mayor of Ełk.

The most important completed investments

This from funds obtained from the European Union and other external sources implemented numerous investments have been made, such as m.in construction of two stages of the bypass city, Science and Technology Park, Waste and Environmental Disposal Plant Self-Help Houses. Ełk streets and intersections were renovated, modernized Ełk Cultural Centre, Historical Museum, infrastructure in the Municipal Centre Sport and Recreation or the Municipal Social Welfare Centre. Among the investments are also construction of Primary School No. 5 in Jeziorna, recreational parks in various parts of the city, promenades along the shore of Lake Ełk, indoor tennis courts or a new ice rink. Thermo-modernization of schools and kindergartens was also carried out. and residential buildings, thanks to which we can save. In different parts playgrounds for children and outdoor gyms were also created.

Construction of Via Baltica and Rail Baltica

Thanks the involvement of the Ełk local government and parliamentarians has begun the implementation construction of the Via Baltica expressway and the Rail Baltica railway connection running directly through the city of Elk. These routes will connect Ełk and our entire region not only with Poland, but above all on an international basis.

Economic development

In in the last 15 years, three shopping malls have been built in the city: "Here and Now",  "Brama Mazur" and Karuzela. Created also Mc Donald's restaurant, Castorama construction market and b1 store. The areas have been developed investment in the Ełk Subzone of the Suwałki Special Economic Zone (within PNT). The sale of investment land is also carried out, for whose investors reinvest, build new plants, creating the workplace itself.

Municipal construction, subsidies for renovations Monuments

In Over the past 15 years, Ełk has developed municipal construction. Built five new buildings, in which 170 apartments were built. Families use them. The cost of these investments is PLN 21 million. A program is being implemented to enable tenants communal and social housing, working off rent debts. So far, it has benefited of it, 160 families, working off the equivalent of over PLN 1.3 million.

From In 2011, subsidies are awarded for the renovation of Ełk monuments. Allows it is possible to protect our heritage. A total of 50 grants were awarded in the amount of over PLN 2 million.

Scholarship Programs

From In 2007, the implementation of the school scholarship program began in Ełk (social). In total, 21130 scholarships were awarded for the amount of approx. PLN 9.6 million, including over PLN 1.6 million came from the city budget. On the other hand, the scholarship program for socially active and talented students has been implemented since 2008. In total, 891 scholarships for the amount of over PLN 636,000.

Support athletes who are successful in their disciplines are also covered. Into In 2021, a total of 689 sports scholarships were awarded for the amount of over PLN 1.59 million. Artists can also count on help. Artistic scholarships have been introduced in 2013. A total of 91 artistic scholarships were awarded for the amount of 351 thousand. €

Health

Ełk the local government pays special attention to the protection of the health of residents. Free vaccination programs were implemented seniors against influenza, vaccination of children against pneumococcus, ultrasound examinations young children in the detection of cancer. The people of Ełk could also take advantage of free examinations in hearing buses, mammography tests and free lactation clinic.

Conducted there were also numerous investments in the Pro-Medica hospital m.in. relocation of the Emergency Room, renovation of the Gynecological Department, creation of Infectious Diseases Clinic, Interventional Cardiology, Kidney Dialysis Department, Department Anesthesiology and Intensive Care, a new operating theatre.

Ecology and protection Environment

Spring and winter projects are carried out in Ełk planting trees, shrubs and flowers. A total of 4362 have been made since 2007 tree plantings. There is also an action "You give away garbage - a tree you get." Subsidies are also awarded for the replacement of inefficient furnaces Carbon. By 2021, a total of 1235 grants have been awarded for the amount of over 2.2 million € The city also participates in the "Clean Air" program residents can obtain additional funds for the replacement of inefficient heat sources and improving the energy efficiency of single-family residential houses.

Cooperation with organizations non-governmental

In years 2007-2021 3 274 contracts were signed for nearly PLN 21 million for the common with the non-governmental sector and residents, implementation of tasks in the field of culture, education, sport, tourism, health, prevention, children's leisure and youth, ecology, social assistance. The city maintains permanent cooperation cities with nearly 100 non-governmental organizations. Paying attention to the good the city has made a revitalized tenement house available to an NGO located in the center of Ełk at the Solidarity Park.
