The card is available to families large children, foster families and family children's homes, having support three or more children up to the age of 18 or until the age of attend school or college no longer than until the age of 25.

Condition for receiving the Card is that all children and parents live or be registered in the area the city of Ełk for permanent or temporary residence at a common address.

The card is granted without due to the material status of the family. The period of validity shall be renewed annually by attaching a hologram with the coat of arms of the city of Ełk.

"Ełk Family Card 3+" entitles you to discounts on offers of municipal institutions: Ełk Center Culture, the Municipal Sports and Recreation Center in Ełk and the Historical Museum in Ełk and to a discount / discount on the use of the offer of public kindergartens and nurseries run by the city of Ełk.

The Charter has been operating in Ełk since 2013. Currently, 61 partners provide discounts.

In 2022, from the "Ełk Card" Families" benefited a total of 590 families, i.e. 2,814 people, including:

-        127 families or 555 people (new cards were issued),

-        463 families or 2,259 people (the existing ones were extended cards).
