The special subsidy from the budget of the city of Elk can receive sports clubs, sports activities in the city of Ełk, failed to make a profit, that participate in organised sporting competitions in team sports and individual.

Condition for applying for by sports clubs of the grant for the implementation of the tasks is:
1) Organization in sports club athletes referred to sport and holding a licence, issued by the entitled Polish Sports Association, declaration or other document giving entitlement to participation in the sporting competitions,
2) achieving significant results in sporting competitions national or
International confirmed the relevant papers.

Implementation of the projects cover the period from the date of signature of the agreement to the 31.12.2019 r.

For the implementation of the tasks from the scope of the development of sport is spent in 2019, the budget of the city of Elk financial resources: 100 000 $.

The grant can be used for funding the implementation of the proposed sport development tasks, and in particular on:
1) the implementation of programmes for the training of sports players and training staff;
2) purchase of sports equipment;
3) cover the costs of organizing sports competitions or participate in these competitions;
4) cover the costs of the use of the sports facilities for the purposes of sports training;
5) finance the sports scholarship granted by the Club on the basis of the rules of procedure approved by the Mayor of the city of Elk.

With grant funding the implementation of the proposed sport development tasks may not be financed:
1) the payment of wages for the players or the activists of the Sports Club;
2) transfers from the other sports club;
3) pay penalties, mandates and other punitive fees imposed on sports club or player of the Club;
4) commitments of the sports club for a borrowing, credit, or redemption of securities and the debt service costs;
5) costs that the applicant has suffered on the project prior to the conclusion of the grant agreement.

The amount of funding the budget of Elk may be not more than 90% of the total planned cost of the implementation of the proposed project.

Detailed conditions and financial support for the development of the sport, rules for the examination of applications and contracts specifies the resolution No. VII. 88.15 Elk City Council of 30 June 2015, determining the conditions and mode of financing of the development of the sport in Elk.

The application along with the required attachments must be submitted within the deadline until 31 December 2018, inclusive (postmarked), with the heading: "a request for a grant to support the project for the development of sport in ełk "and the name of the applicant, in the Office of the General Office of the city of Ełk, ul. Piłsudski 4 pok. 02 or sent by post to the following address: Office of the city of Ełk, ul. Piłsudski 4, 19-300 Elk with a note on the envelope above. Applications submitted after the above-mentioned. date will not be considered.

The request should be complete and drawn up in accordance with the model set out in annex No. 1 Order No. 1295.2017 the Mayor of Elk of 17 November 2017 onwards. determine the design of the application and the grant agreement and the model of the report on the implementation of public tasks from the scope of the development of the sport in Elk.

The application shall be accompanied by:
1) current extract from the national court register or from another or from the records of the appropriate organizational form for your sports club;
2) up to date copy of the statutes or articles of Association;
3) substantive and financial report for the previous year;
4) evidence of possession of the license granted by the competent Polish sports association.

All documents should be certified as true copies by the person empowered to represent the Club.

The list of entities to which the grant is awarded it will be posted on the website of Elk.
