Representatives of Polish local governments emphasize that the activities carried out by the government limit communities local power to decide on their own affairs, free disposal measures, in accordance with local needs and democratically established Priorities. Presidents and mayors of cities notice a decrease in the competences of local governments m.in in in the area of health, education and finance.

Changes introduced by the government legal, cause significant depletion of own income of municipalities, powiats and voivodships. The decline observed for several years contributes to this income from PIT. This means that local governments in the future will be at risk of losing financial liquidity. It is also important that the project of the so-called Polish Order does not compensate for these losses, and the own revenues of local governments will be replaced transfers from the state budget. This can lead to financial dependence local government units from government administration.

Local government officials are afraid that local communities will lose the opportunity to carry out tasks at the expected and satisfactory level. There will be fewer new roads and facilities serving residents, and quality maintenance of municipal services will unfortunately require an increase in prices.
