Grant from the budget of the city of Ełk can be received by sports clubs, leading sports activities in the city of Ełk, not operating in order to achieve profit, which participate in organized sports competition in team and individual disciplines.

A condition for applying by sports clubs for a subsidy for the implementation of the task, is:

1) association in the club athletes practicing a specific sport discipline and holding a player's license, issued by an authorized Polish association sports, application form or other document entitling to participate in the sports competition,

2) achieving significant results in national or international competition confirmed relevant documents.

The implementation of projects includes period from the date of signing the contract to 31.12.2022 For the implementation of tasks in the field of Sport development is planned in 2022 from the budget of the city of Ełk to allocate financial resources in the amount of: PLN 160,000.

Subsidy may be used to co-finance the implementation of the requested task from the scope of sport development, in particular:

1) implementation of sports training programs for players and training staff;
2) purchase of sports equipment;
3) covering the costs of organizing sports competitions or participating in them competitions;
4) covering the costs of using sports facilities for training purposes sports;
5) financing sports scholarships awarded by the club on the basis of regulations accepted by the President of the City of Ełk.

With a grant intended to co-finance the implementation of the requested task from the scope of development of sport cannot be financed:

1) withdrawals remuneration for players or activists of a sports club;
2) player transfers from another sports club;
3) payment of penalties, fines and other sanctions fees imposed on the club a sportsman or a player of that club;
4) liabilities of the sports club due to a loan, credit or redemption of securities and debt service costs;
5) costs incurred by the applicant for the implementation of the project before conclusion of a grant agreement.

Amount co-financing from the budget of the city of Ełk may constitute no more than 90% all planned costs of the proposed project.

Detailed conditions and mode of financial support for the development of sport, rules for consideration applications and conclusion of contracts are specified in Resolution No. VII.88.15 of the City Council in Ełk of 30 June 2015 on determining the conditions and procedure financing the development of sport in Ełk.

The application together with the required annexes must be submitted in the up to and including 07 January 2022 (the date of the stamp is decisive) postal), with the annotation: "Grant application for support project in the field of sport development in Ełk" and the name of the submitting entity application, in the general office of the Ełk City Hall, 4 Piłsudskiego Street, room. 02 or send by post to the following address: Ełk City Hall, 4 Piłsudskiego Street, 19-300 Ełk with an annotation on the envelope i.e. Applications submitted after the above-mentioned deadline not will be considered.

The application should be complete and drawn up in accordance with the model specified
in Annex 1 of Ordinance No. 1295.2017  President of the City of Ełk of 17 November 2017 on the establishment of templates grant application and agreement and model implementation report public tasks in the field of sports development in Ełk.

The application shall be accompanied by:
1) a current extract from the National Court Register or from another register or from records appropriate to the organizational form of a given sports club;
2) a current copy of the articles of association or articles of association;
3) substantive and financial report for the previous year;
4) a document confirming the possession of a license granted by the competent Polish sports association.

All documents should be certified as true copies by persons authorised to represent Club.

List of entities awarded the grant will be posted on the website of the city of Ełk.

The task should be carried out in accordance with the provisions of the contract and annexes, taking into account the specificity of the task performed public, to ensure architectural accessibility for persons with special needs, digital and information and communication, in accordance with the minimum requirements specified in Article 6 of the Act of 19 July 2019 on ensuring accessibility persons with special needs (Journal of Laws of 2020, item 1062);

Protection and processing of personal data in accordance with the provisions of the Act of 10 May 2018 on the protection of personal data and Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 (GDPR) includes collection, preservation, storage, development, Change, share, or delete this data. In case of processing personal data of beneficiaries and persons involved in the implementation of the project, the provider is obliged to have the consent of these persons for the processing of their data, which includes, in particular, consent to the sharing of their data for the purposes of monitoring, control as part of the task.
