The mission of the "Action Plan for Cities" is to mobilise cities to work towards a sustainable transition and implementation of the Sustainable Development Goals at the local level. The program is to create framework action plans of participating cities, dedicated to specific objectives sustainable development. These plans are to be based on their existing experience and will help in even more effective implementation of the rules sustainable development to local conditions. A joint "Plan" is also to be created. Activities for Cities' developed with cities. The document is to constitute Polish responding to the challenges of achieving the Sustainable Development Goals set by the 2030 Agenda (to be announced and signed during the World Cup City Forum).

Stages of the Programme:

• Selection of cities participating in the Programme in open recruitment.
• Individual advisory support for preparation and implementation of projects in each of the cities participating in the Program.

37 were selected to participate in the program cities that have documented to the fullest extent the achievements achieved so far in the scope of sustainable transformation in line with the needs of residents, and presented the most interesting projects to be implemented in 2022. The competition committee recognized the project of the city of Ełk entitled New perspectives - time for change, within the framework of Sustainable Development Goal 10 "Less inequality". The project is part of the process of model revitalization conducted in the area of the center of Ełk. It consists of two actions:

1. "New perspectives" - activities of streetworkers in the area of local animation and community services local, based on the experience of the city of Ełk.
2. "Sources" - showing wealth multicultural, multi-religious society of the city center, using places and spaces created as part of the revitalization process (m.in. "Stable", a historic sports hall).

For each city provided is 50-hour advisory support, including 20 hours at the development stage implementation activities and 30 hours at the stage of preparation of implementation project/activity. On the advisory support for individual cities will be a substantive supervisor representing a specific sustainable goal was supervised by a development, coordinating advisory process in all qualified cities for a given purpose. In each city, according to the indication of the local authorities, there will be a local expert is also appointed to ensure that the advice is matched to the local conditions and nature of the notified project.

A joint "Action Plan for Cities" document with a description of the challenges and characteristics projects of each of the cities participating in the Programme. The document is to be a signpost for other centers in Poland and around the world, helpful in achieving goals sustainable development. Implementation and implementation will be prepared projects/activities from PDM in individual cities. A "toolmaker" will also be developed acting as an instruction for local communities and residents on how can affect urban space and city management processes.

The halfway point of cooperation with each of the cities participating in the Program will be the preparation of a report that aims to show the current an individual way to Model Locality and presentation project/activity selected for implementation under the Programme. Above report will be part of the resulting document, which is the "Action Plan for Cities".

The result of the participation of each city in the Program will be the implementation of submitted project by the end of 2022 The project will type to the declared Sustainable Development Goals in accordance with the needs of the city, fulfilling the assumptions of the Program. The implementation of the project is not subject to co-financing. In the years 2023-2024, as part of the so-called WUF11 heritage, it is planned to continue activities provided for in the "Action Plan for Cities", some of which may be covered by financial support, as an implementation project of the new National Policy Urban 2030.

It is also planned to create catalogue of good practices of the city of Ełk in the field of integration and activation marginalized local communities, dissemination of the workshop streetworkers and sharing knowledge with other local governments through visits studies, individual consultations, participation in conferences and other forms collective exchange of experience.

The "Action Plan for Cities. Model Locality" is implemented by the Institute for Urban and Regional Development at the request of the Ministry of Funds and Regional Policy. This is an accompanying initiative of the XI World Forum An urban, prestigious international conference organized by UN-Habitat on 26-30 June 2022 in Katowice.
