On the territory of the City Ełku will handle applications for payment of the coal allowance by the Department Benefits of the Ełk City Hall (Marsz. Józefa Piłsudskiego 6, customer service room).

REMARK! There is no template for a withdrawal request yet carbon additive. The template of the application is determined by the Minister competent for energy by way of Regulation. Application forms will be available on the Office's website The City of Ełk and in the Department of Benefits after the regulation in question will be published in the Official Journal.

According to the content The coal allowance is granted to a person in the household, in the case of when the main source of household heating is:

• fuel boiler Fixed
• fireplace
• goat
• heater Air
• kitchen shaft,
• stove,
• coal kitchen,
• tiled stove for fuel solid (fuelled with solid fuels) entered or reported in the central register emissivity of buildings - solid fuels are understood as hard coal, briquettes or pellets containing at least 85% hard coal.

Carbon additive is a one-time: PLN 3,000 both for a single-person household as well as a multi-person household;

By farm homemade is understood:

1) a natural person living and managing alone (single-person household) or

2) a natural person and persons related to it or unrelated to it who are actually related of the union, living and managing together with it (household multi-person).

For the needs of submitting applications for the payment of the carbon allowance it is assumed that one person may be part of only one household.

Where application for payment of the carbon allowance for a multi-person household more than one person has submitted, this allowance shall be granted to the applicant, who made such a request first.

Carbon additive is not granted to a person in the household for which it has been solid fuel purchased, at the price and from the operator referred to in Article 2 section 1 of the Act of 23 June 2022 on special solutions for protection of customers of certain solid fuels in relation to the situation on the market of these fuels (Journal of Laws, item 1477).

Applications can be submitted:

• electronically with using the ePUAP platform
• paper-based in Ełk City Hall in the Department of Benefits - Customer Service Room at ul. March. Józefa Piłsudskiego 6 hours: Monday 8-16, Tuesday – Friday 7:30 - 15:30.

Request for the grant of the coal allowance may be submitted until 30.11.2022. Application for payment of the carbon allowance submitted after 30.11.2022 will be left unexamined.
