Provisions the acts are aimed at implementing protective measures consisting in limiting increase in heat prices and the cost of heating hot water not only for farms home, but also for broadly understood institutions of utility public, referred to as "sensitive entities".

Law provides for two types of protective measures:

• use of the average price heat generation with compensation (in the case of an external supplier heat) - applications should be submitted to Przedsiębiorstwo Energetyki Cieplnej in Ełk Sp. z o. o., or to the Housing Cooperative "Świt" in Elk;
• allowance for operators sensitive (if you have your own heat source) - applications should be submitted to the Ełk City Hall, 4 Piłsudskiego Street.

Average price heat generation with compensation (Articles 4 and 6 of the Act):

• it is used in the period from 1 October 2022 to 30 April 2023
• is used in the case of supply of heat (heat) from an external supplier
• entitlement to the use of the average price of heat generation is conditioned by the submission of the heat supplier of the declaration referred to in Article 6(4) of the for the matter of the Act
• in order to cover as soon as possible of the security entity, the submission of the statement should take place within 21 days from the date of acquisition of the right to apply the average heat price from compensation, i.e. from the date of entry into force of the Act (i.e. from 20 September 2022)
• submission of a statement after the abovementioned period shall cover the application of the average price heat with compensation with effect from the month following the month, in to whom a declaration has been made
