Another edition of the nationwide has ended "Pearls of Local Government" ranking. It is a prestigious and free competition, which the organizer is Dziennik Gazeta Prawna.  The awards and distinctions were presented on June 1 2023 in Gdynia during the Pearls of Local Government Congress 2023. The event was an opportunity to discuss issues important for local governments, among which m.in were discussed. issues related to finance, education or energy.

The ranking is based on objective criteria developed by a team of experts. The list selects the best municipalities and the best Authorities in four categories: rural, urban-rural, urban communes less than 100,000 inhabitants and urban areas with more than 100,000 inhabitants.

In this year's ranking, the following were evaluated: activities implemented in five areas: economy; education, culture and local community; health and care; Digitalisation and environment and adaptation to climate change. Above the proper selection of the winners is supervised by the Ranking Committee.

The president has again joined the group of the best Ełk Tomasz Andrukiewicz, who took 3rd place in the category of the best steward – urban municipality up to 100 thousand inhabitants.

The competition and ranking was a test of how they advise the authorities as managers managing the municipality and the office and involved community leaders. It also took into account how presidents, Mayors and mayors represent the commune and its inhabitants and how they manage office and what policy they pursue. The "Pearls of Local Government 2023" have been: Awarded to those rulers who stand out in their activities.

During the congress, the best were also selected managers of local government finance in Poland in the VI edition of the "Treasurer Local government". In this ranking in the category municipalities over 25 thousand inhabitants, 1st place was taken by the Treasurer of the City of Ełk Jarosław Sparrow.
