Ranking "Municipalities out of 5!" was prepared by the Student Scientific Club of Acceleration, operating at Institute of Enterprise Of the College of Enterprise Sciences at the Warsaw School Commercial in Warsaw.

687 municipalities were included in the study from all over the Polish. The title of "Communes for 5!" was awarded to only 54 local government units territorial, including the city of Ełk – as the only one in the province Warmian-Masurian Voivodeship.

The study consisted of two Items. The first was the usability of official websites conducted by municipalities, in particular from the point of view of potential entrepreneurs and investors (31 different criteria were adopted). Team research highly rated the urban side of the www.elk.pl (13/15 points).

The second criterion was the assessment of contact by way of electronic using the "mystery shopper" method, who incarnated in the role of a potential investor.

The research has been conducted since 2014 and is devoted to the subject of entrepreneurial behaviours/initiatives of municipalities in the field of service Entrepreneurs. The honorary patronage over the research was taken by the Polish Agency Investment and Trade. It was the 7th edition of the ranking.
