Ełk Participatory Budget – vote for projects and change the city

From On 1 October, for 14 days, every resident of Ełk will be able to cast their vote for projects submitted to the Ełk Participatory Budget. This year, in addition to two voting methods (online or using a paper ballot) There was a third one – via an ATM. Ełk as the first city in Poland, together with partners – Planet Cash and Mastercard – introduces this method Votes. The non-investment project is "Air without stink", the investment project is "purchase of a type C ambulance" and "Psi Park Kraina Szczęścia".

Budget The Civic Budget is a separate part of the Ełk budget, the purpose of which is decided in the vote. In July and August this year, the residents of Ełk reported project proposals, which were then analysed in terms of their feasibility implementation in the city. All successfully verified projects are subject to universal suffrage and those that win the largest number of votes will be intended for implementation and entered into the city budget. Until this year's edition of the Ełk Participatory Budget, 5 projects were submitted, of which 3 projects were qualified.

Between On 1 and 14 October, residents will vote for projects that they believe are the most important for the city and the Ełk community. Each resident can vote once – by casting two votes: one vote for an investment project (related to e.g. construction, reconstruction, modernization, development of and one vote per non-investment project (i.e. measures to addressing to residents, e.g. classes, workshops, campaigns, festivals). Into implementation will select the projects with the highest number of votes, whose total the cost does not exceed the amount set for a given year – in this edition it is 1 million PLN. Residents of Ełk can take part in the voting for the Ełk Participatory Budget.

What projects can be voted for? this year?

Non-investment:

Air without stink – the project aims to raise awareness social security in the field of the proper use of solid fuel boilers, which in the case of should contribute to the reduction of harmful emissions from the substances into the atmosphere. Estimated cost of the project: PLN 14,050. Location: the whole city.

Investment:

Purchase of a type C ambulance for the Pro-Medica hospital for the needs of the teams away. The ambulance will be used to transport patients to other facilities medical and transport of the patient home. Estimated cost: PLN 500,000. Location: Pro-Medica Hospital, 24 Baranki Street.

Dog Park "Land of Happiness" – including three zones: for children and for medium-sized dogs, for large quadrupeds and a free running paddock. It will be equipped, m.in, with obstacles and tunnels. Estimated cost: PLN 211,000. Location: Piękna Street, plot 3209/96.

Votes can be donated in three ways: on the website of the Ełk Budget Civic,  by means of a paper ballot paper, which will be available in the Bureau Cooperation with Non-Governmental Organizations at 3 Małeckich Street and selected Planet Cash ATMs (specially marked with the use of stickers).

Residents they can choose the voting method that suits them best and is closest to their place of residence. Voting for projects in the Ełk Budget Citizen Citizens electronically or by means of a paper application requires placing an "x" next to the selected project and entering basic data personal data (name, surname, PESEL). For those under the age of 18, In addition, the consent of the parent/legal guardian is required. Voting with ATMs, on the other hand, are limited to a few clicks - you don't have to fill in the form, or enter their personal data. Verification of the resident takes place after inserting the card and entering the PIN number. Then on the ATM screen select the "Vote" option and select the two projects for which you want to donate voice.

Budget Civic Competition is a unique opportunity for real and direct co-decide and influence how the city will develop and what needs of the local community will be met.

Budget Civic is an initiative initiated in 2011 in Sopot.  From 2018, the obligation to organise them applies to all municipalities with county rights in Poland. Also cities that do not have obligation to organize Participatory Budgets decide on this form of participation. In Poland, the Participatory Budget organizes 260 centers out of 979 cities in total.
